POSITION TOWARDS THE CONFLICT
According to the Stockholm International Peace Research Institute (SIPRI), Spain has always shown strong economic interest in the Middle East, especially in arms sales to the Gulf states. Spain was the seventh largest arms exporter in 2015-2019, with Australia, Singapore and Saudi Arabia as Spain’s top three arms customers. Annual sales of Spanish military equipment are estimated at around € 6 billion. In the period 2014-2018, the Spanish arms export industry increased by 7.8% due to an 87% growth in arms exports to the Middle East.
Although Spain is a party to the United Nations Arms Trade Treaty, the Spanish Arms Trade Act states that exports are prohibited if the weapons disrupt peace, stability or security or can be used for internal repression or human rights violations. Spain has resumed arms sales to almost all countries involved in armed conflict that violate human rights, including Saudi Arabia, UAE, Bahrain, Egypt, Pakistan, Libya, Turkey and Israel. Spain, meanwhile, earned €1.7 billion in arms exports to members of the Arab Coalition led by Saudi Arabia, becoming the fourth and fifth largest arms exporters to Saudi Arabia and the UAE, respectively.
